Per the book used as a guide by the NC Archives staff, "North Carolina Research, Genealogy and Local History" (2nd Edition) by Helen F. M. Leary, C.G., F.A.S.G. Editor, page 375:
        Volume XI begins with a very useful series of nearly 3,000 claims for civil and military services rendered by North Carolinians from 1776 to 1780.  This portion comprises about one-third of Volume XI and is an incomplete version of one of the lettered volumes (Book B).  the remaining two-thirds of the book are disappointing in the extreme, for that portion reports only the name of the payee, the number of the voucher and the amount.  There is no heading to these accounts to explain what they were for; there is no date; there is no hint as to the geographical location. this portion of the Account Book may as well be a census of inhabitants of the planet Mars.

However, a careful study of this list shows many of the names (about 1/3) are familiar to Randolph County researchers as those men who settled on land now located in today's Randolph County.  Therefore, it is easy to conclude this is a list of Orange County, NC, County Commissioners.
